Rules


SOFTBALL LEAGUE OF WINNIPEG HOUSE RULES



1. The League is affiliated with the Manitoba Softball Association and rules governed by the Canadian Softball Association except for the IN-HOUSE League Rules.
2. Each team can field 10 players, 6 men and 4 women. Teams can have any batting order they wish. Teams can play with a minimum of 8 players, but 3 players must be female.
3. Games will be seven innings in length. Mercy rule if team is winning after 3.5 or 4 innings by 20 runs or 10 runs after 4.5 innings or 5 innings.
4. The field dimensions are as follows: 65? baselines, 50? pitching distance from back of home base to the front of the pitchers mound.
5. If any team is late starting a game, their 1st bats are forfeited. If a team is not ready to play within 10 minutes grace time, the game will be forfeited.
6. STRIKE ZONE: The strike zone is the space over any parts of home plate and which is between THE TOP OF THE HIGHEST SHOULDER TO THE TOP OF LOWEST KNEE.
7. There shall be no WINDMILL OR SLINGSHOT PITCHING. Slingshot is defined: turning the body of any sort toward 1st and 3rd during the backswing and delivery of the pitch. Pitcher must have both feet on the pitchers mound when starting the delivery of the pitch.
8. Bunting is not allowed.
9. Stealing Bases: All bases may be stolen except for home. The ball must cross home plate before a base can be stolen. Runners must be hit home. Runners over running 3rd base are in jeopardy of been put out. Once the runner crosses the commitment, they will lose the right to return to 3rd base.
10. Walk Rule: If male batter is walked on a 4 STRAIGHT BALL COUNT, he will be awarded 2nd base only if followed by a female batter. Once the male batter has a STRIKE COUNT, he will be awarded 1st base only.
11. Canada Softball banned bat list bats will not be allowed. The league will provide to the teams which bats have been banned, any player caught using one will be automatically ejected from the game.
12. Commitment Line of 20? will be used, from top left corner of home plate.
13. NO TOUCHING OR SLIDING INTO HOME PLATE OR SCORING LINE. The line is drawn from the top left corner of home and shall extend not less than 8? into foul territory. When a runner touches or crosses the safe line (one foot touching the ground) before being tagged or prior to the defensive player catching the ball while in contact with home plate, the player shall be declared safe.
14. Courtesy Runner: Each team will be allowed 3 courtesy runners per game. The courtesy runner can be used at any time during the game. The courtesy runner must be the same gender. (male for male, female for female).  Courtesy runner must be a different runner each time it is used.
15. The home team will supply balls for the game. 1 new one and 1 backup playable ball.
16. Umpires are registered and certified by the Manitoba Softball Association. The game fee will be $30 per game. Each team will pay half. In an event a two umpire system the game fee will be $20.00 per game, per umpire, and each team will pay half.
17. A 20 member team Manitoba Softball roster must be submitted by June 1, 2009, any team not submitting a roster by that date will have future games forfeited until the roster is submitted. Teams will be charged diamond cost plus umpire fees for any forfeited games. Once rosters are submitted they will be posted on the website (names only).
18. Any player or players involved in the consumption of any drugs near the playing area, that player or players shall be automatically suspended from any future games. The team that this player or players belong to, will be put on probation until further notice.
19. DEFAULTS: John Blumberg Softball Complex has a initiated a $50.00 default fine for all leagues who default games thruout the year if notice is not given within 48 hours. Any team defaulting a game will be fined a default fine of $50.00. Failure to reimburse the league default fee will result in not playing in playoffs. The league will do the best in scheduling of games.
20. RAINOUTS: Since most of the games are scheduled at the John Blumberg Complex, only the management of the complex has the authority to cancel games. Once the League knows that games are cancelled, it will be posted on the website. The games will also be cancelled thru CJOB starting at 4:30 pm.
21. Rainout Make up Games. The rain out make up games will be scheduled at the John Blumberg Softball Complex. They will be played on the last Sunday of each month. Depending upon how many rainout games there are, starting times may vary. The league will give ample noticeof the schedule.
22. Ejections: All ejections will be reported to the UIC of the league. The UIC will then contact the official who umpired the game, and will determine if a suspension is warranted. The UIC will have full authority to suspend any player or players involved in any ejections. The UIC will contact the ejection persons team captain and will advise them what decision has been made.
23. The league will not tolerate any abuse to players, officials, coaches, spectators, or staff at the John Blumberg Softball Complex. The league will adhere to the Manitoba Softball Association ABUSE policy. Any person verbal abusing the above noted will be dealt with immediately. Suspension of games or expulsion of the league can occur.
24. All scores are to be email to scores@softballleagueofwinnipeg.com the same night that the game is played. Late games at John Blumberg must be emailed in by 12:00 the next day.
25. Any team protesting a game shall pay a $75.00 protest fee before the protest will heard. Rules, umpires judgement are NOT protestable
26. A team protesting a player eligiblity must advise the umpire immediately. The game shall be played and the matter will be dealt with after the game and with league officials.  The protest of game shall be accompanied with a $75.00 protest fee by 8:00 am next day to the league president.  Team who is protesting shall forfeit the $75.00 protest fee if team loses thier protest. If team wins the protest, the $75.00 protest fee will be returned.

Rosters will be posted on website after June 15th 2009, once submitted to Manitoba Softball Association.  Only 1st and last names will be posted on the website. Players addresses, phone numbers, birthdates and other pertitant information will NOT be posted on the website, due to the Privacy Act.  Only those names that are posted on the website are allowed to play.

Players can only sign one roster for the league.  Players cannot play on 2 teams.  Therefore, once you sign a roster you are committed to play for this team. Players cannot spare for another team if they have signed a roster on another team. 
 
 29. For Playoffs Only:
In event of a tie game after regulation time or after 7 innings, the International Tiebreaker Rule shall be used. 
 
The defination of the rule is as follows:
The last completed batter in the last inning shall be placed on second (2nd) base.
